GENERAL DESCRIPTION
Manages and directs the Innovative Financing/Debt Management Office. Reports directly to the Chief Financial Officer. Responsible for day-to-day management and operation of the Office; the debt-related activities of the Texas Department of Transportation (TxDOT), including responsibility for the issuance process, analysis of refunding opportunities, and management of the multiple debt programs; and oversees non-traditional project and innovative financing programs which include the State Infrastructure Bank, toll equity, pass-through financing and financial aspects of TxDOT's Public-Private Partnerships. Work requires extensive contact with high-level executives, governmental officials, external and internal legal advisers, financial institutions, rating agencies, investors, developers, and financial advisors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree plus seven (7) years progressively responsible professional experience involving municipal debt issuance and management activities either in state or local government, as a municipal advisor or as an investment banker. Must have four (4) years managerial/supervisory experience. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
